WALCE BOARD MEETING MINUTES
Friday, October 24, 2003
Waupaca, Wisconsin

 

Jenks, Greg Baneck, Penny Pohle, Greg Cleereman, Bryce Richardson, Steve Bradley for Dan O’Connell, Brad Robole.

Others Present:  Don Houtman, Rebecca Baumann, Pat Murphy, Dan Masterpole, Dave Appleyard, Diane Daulton, and

 Call to Order:  Dale Olson welcomed everyone to the WALCE Meeting.  Motion made my Tom Sweeney to put any other business after the approval of minutes.  Greg Baneck seconded.  Motion passed on voice vote.

Approval of June 19, 2003 Minutes:  Motion made by Greg Baneck to accept the June 19, 2003 minutes.  Seconded by Mark Jenks.  Motion carried by voice vote.

Any Other Business:  Dan Masterpole and Dave Appleyard provided us a report and status on a MOU project in Chippewa County that he has been working on to implement the NR151 Standard. 

Treasurer’s Report:  Tom Sweeney presented the board with an updated budget spreadsheet and a Register Report both dated 10-24-03.  Motion made by Mark Jenks to accept the budget spreadsheet and register report dated 10-24-03.  Motion seconded by Penny Pohle.  Motion carried by voice vote.

Planning Committee Report:  Mark Jenks and Shawn Stocks provided the committee with information on the progress of the conference.  It is pulling together quite nicely and hopes we are able to stay within the budget.  The location of the conference is a bit higher in prices for us but will have to work around it.  Conference materials will possibly be ready for the WLWCA Conference in December.

County Conservationist Meeting Update:  The county employees through out the state have dropped from 400 to around 360.  Discussion on the county conservationist meeting that took place.  Motion made by Greg Baneck to write a joint letter with Rebecca Bauman from WLWCA addressing the $900,000.00 – all future savings due to watersheds closing.  Motion seconded by Steve Bradley.  Motion carried my voice vote.

 Talked about the “White Paper” and putting together a Core Group Committee.  Tom Sweeney, Perry Lindquist, Greg Cleereman, Steve Bradley, and combination of agencies will get together on this and put a bulletin for everyone to review.

 Lakes Management Agreement:  Greg Cleereman presented a report to the committee – see attached.  A lot of duplications and there are always weak links in the chain.  Dale Olson will contact Russ Rasmussen and Greg Cleereman will make some contacts also. 

 NR151/ATCP 50 Update:  Discussion on ATCP and NR151 at the county conservationist meeting.

 Agency Reports: 

 UWEX: Not Available

WLWCA:  Rebecca and Dale Olson will be working on different ideas with alternatives for funding. 

DNR: Not Available

DATCP:  DATCP will be changing their forms for LWRM.  Don Houtman gave a CREP updated report.

NRCS:  Pat Murphy touched on the TSP contracts and summarized it.  Proposals can include County Conservationists on this contribution request.  Technical issues were discussed with RUSLE II the majority of the issues are human errors.  The program is working quite well.  Training will be coming on this program.  Please check the resolution that is being put on the floor at the WLWCA Conference. 

Any Other Business:  Bryce Richardson talked a little bit about the non metallic mining meeting.
